I’m excited today because I want to talk to my fellow homecare business owners. If you are in the beginning stages of starting your own home care business,I am in the position where you are. I started in August of 2016,things didn’t take off until last year. Today is January 2nd,we are in the waiting stage of them,they are verifying everything and making sure everything is to their standards.
The first tip I have for you is to find your state’s laws and regulations for governing homecare businesses. This is very important because if you’re in a regulated state,you need to know the laws and regulations that you’re required to abide by when it comes to operate your home care business. If you do not know the laws and regulations for owning your own home care business,you’re not going to know how to operate. That’s one of the first things that you need to know when it comes down to this.
Now I am in a regulated state,I am in the state of Virginia,you may have to go about things a little bit different,but I know that you need to have bylaws that your company goes by to make sure that everything runs smoothly. You need to find those laws and regulations for your state,if you’re going to accept Medicaid,you’ll have to find the laws and regulations on the federal level.
You need to see if your state has a checklist,this helped me and my business partner out because if we didn’t have this checklist we probably had no idea on what to do. It tells you step by step all the things that they need and all the things that they’re going to verify when they come out and do that initial survey.
Tip number two that I have for you is to start your very own checklist. Organization is going to be the most important thing that you’re going to do in this entire process because you will run in circles if you are not organized. If you do not know what you’ve done,you’re going to forget that you’ve done things.
You don’t want to be in the position where you’re doing work twice. What I did was that I put everything in Google Docs,it helped me get to the points of being able to submit everything that I needed to submit to the Virginia Department of Health for licensure.
I’m going to show you the laws and regulations for the state of Virginia,I’m going to show you the checklist and I’m also going to show you how I use Google to organize myself. You need to take this information,if you’re not in the state of Virginia,you can see what you can gather that is similar to this and start planning out your journey of starting your home care business.
This is not easy,it’s not a quick get-rich-quick business,it takes time,it takes effort,it takes a lot of dedication. But I’ve gotten through the process,we’re still waiting and we’re hoping that everything is what they require.
But we have gotten over the initial hurdle of getting to this point so I want to inspire you and let you know that you can do it as well. I’m going to share and show you the documents that I use,hopefully you’ll be able to take this information and use it in whatever state that you’re in.
I’m going to start off with the Virginia laws rules and regulations that govern home health care’s,here is the PDF version,they also have it listed on the Virginia.gov website. As I scroll down,you can see it has information about the office of licensure and certification,here’s the table of contents ,it provides you with a reference point to all the different things that you’re going to research for applying into your policies and procedures manual.
It starts with definitions,they give you a clear understanding of all the different terms you’re going to use. I’m going to show you a little bit of the information. Here are the definition and outlines,there are a lot of the common terms that we’re going to use such as ADL’s. When I first started,I was not being in this industry,I had to learn everything from scratch,but for those of you who have nursing backgrounds or you work as personal care aides,you would have heard these terms before.
They have the definition of home care organization,I’m going to read that to you. Home care organization means a public or private entity providing an organized program of home health,pharmaceutical or personal care services according to the code. It is the residence of a client or individual to maintain the client’s health and safety in the home,home care organization does not include any family members,relatives or friends providing caregiving services to persons who need assistance in remaining independent.
That’s a very detailed definition,you need to pay attention to these definitions so that you can understand what these things are,when you’re using these terms,when you’re putting these terms in your documents,it spells out a lot of information. I’m going to move past this information,but it’s very useful. It goes into the license,it tells you that you have to have a license to operate in the state of Virginia.
It is a class 6 felony for any person who establishes conduct or maintains or operates a home care organization without a license,that’s very important. I have come across a few ladies who contacted me because they were trying to get their home care organization up and running,but they had already been providing services and that was against the law. You need to make sure that you understand how important and how much trouble you can get into by providing these services when you are not a legitimate home care company.
The activities and services for each applicant and licensee shall be subject to an inspection of the OLC to determine if the organization is in compliance with the provisions of this chapter and state law. That’s what we are waiting on currently at this moment. You have to know if your state requires this or not,every state does not have a licensure process,but that doesn’t mean your state doesn’t have laws rules and regulations.
You need to know if they require a license or not in order for you to start providing those services to others. People who are in the process of trying to write policies and procedures manual are frustrated,they don’t know what goes in it,they are having a hard time.
If your state has these laws and regulations,it tells you specifically what you need to have and your policies and procedures,it is the best guide to get that completed for you. This is an overview,I’m going to move on to the initial survey checklist. This checklist is very important for us during our process.
Step 1,you need to thoroughly read and familiarize yourself with the rules and regulations for the licensure of home care organizations. That’s the report that I showed you.
Then I am going to move on to step 2,it gives you an outline of all of the things that we have to have in order to submit our application for licensure. I’m going to go over a couple of these. We have to have the completed application,it needs a 500 dollar application fee.
We also have to have a written statement of the applicants knowledge and experience in operating a home care program. You have to have emergency preparedness plan,you have to have meeting minutes,you have to have an organization on charts,you have to have a copy of your business plan and working budget and balance sheet.
Here are the administrative policies and procedures,these are the things that we have to have a premises where the agency will operate. In the state of Virginia,you cannot operate out of your home,for those of you who are in states that you can’t operate out of your home,you are very lucky and blessed because that cuts down on the amount of money that you have to put out for your business.
I like this checklist because it shows common questions and answers to the questions that people have as they’re preparing for their home care licensure. I’m going to move on to my tip number three which is organization. This is important because if you’re not organized,you’re going to have a hard time getting through the process of completing all of these tasks.
I’m going to show you a couple of pages of this document because I have some personal information in it. I’m going to scroll down and show you this. As I was working on the business plan,I literally listed out every section that I was going to need. This is every section that I was going to need in my business plan.
Every time I completed a section,I would write complete,I would highlight it and wrote a note about whether it was completed or whether it was still in progress or any other types of notes that I might need. I still have a little note here from October that I never went and deleted. But I said contacts,it means that I have contacted payroll and tech services and they were offering two months free.
These are the little notes that you need to make sure that you can write to keep yourself organized during the process. I have the licensure and here are the things that we need in order to make sure that we have completed everything.
We need our emergency preparedness plan,we have an operating agreement,we have an organizational chart,I took those off from the initial survey checklist and I put it on my own checklist so that I can highlight and make sure how to do it. If there were any additional notes I need to put in,I would put those in.
I also started to list out the client files that we needed to complete,we have a notice of non-medical coverage,we have client consent forms,we have insurance consent forms,we have service agreements. I have some of these marked off but we have them completed. You need to make sure that you are organizing yourself and you’re able to keep track of the things that you need to do.
